The main measurement of innovation is, is it demonstrably 'new' to a local area, and does it provide a new way of delivering a service or a community function. If the answer is 'yes', the project is very likely to be considered innovative.
All projects receiving grant aid must provide an economic benefit to the rural area, no matter how small or indirect. Projects must be of benefit to local people and must not be detrimental to the environment.
